Learning Recovery and a Diverse Workforce

Data show that students of color have been disproportionately impacted by COVID-19. This brief draws from the research on learning recovery and research that shows that students of color benefit when served by educators of the same race. States and districts can look to strategies that increase access to diverse talent for summer programming and ongoing learning recovery efforts. The American Rescue Plan provides the opportunity to use innovative approaches to staffing without incurring expenses that are not sustainable beyond the life of the funds.
