Decision Points: Defining, Calculating, and Addressing Gaps in Access to Effective Educators

This brief provides states a resource for the design and implementation of equitable access plans. It focuses on four sequential decision points: define “ineffective,” “inexperienced,” and “out-of-field” teachers; design comparison groups
and decide on levels of analysis; define what constitutes an “equity gap” and set targets; and decide what to require from districts with identified equity gaps and how to support them.
